10 point agenda is vague but better than no agenda

Narendra Modi’s 10 point Agenda is more verbose than any benchmark to monitor progress.  However, it is still better than “No Agenda” of Congress party

My take on these points:

No.
Point

Action needed
1
Build up confidence in bureaucracy so they do not fear to face the consequences
Free Khemka of all charges.
Stop CBI action on former Coal Secretary P C Parekh and go after real culprits.  Give freedom a few top sincere Officers.  The message will go down
2
Innovative ideas welcome and babus will be given freedom to work.
Babus are the first executives who stop innovative ideas.  Innovative ideas from below should reach top without any hindrance. Open online ideas to be encouraged
3
Education, health, water, energy and roads will be priority.
Vague statement.  Need to identify projects with time bound programme and key persons responsible for implementation
4
Transparency will be in government. E-auction will be promoted in tendering and other government work.

Stop subjective decision making process. Any project above a given amount should not be taken up without E-aution
5
A system will be placed for inter-ministerial issues to ensure better inter-ministerial co-ordination.

Instead of pushing the files from Ministry to Ministry a common meeting to be held once in a week and all the files cleared after discussion with joint signatures.
6
A people-oriented system will be in place and government machinery will be geared up to fulfill the mandate.

Does not make any sense
7
Addressing concerns relating to economy
Very vague.  Not an Agenda, it is a job of any Government
8
Infrastructural and investment reforms
Very vague. Need a time bound project and implementation methodology, to make some sense out of it
9
Implementation of policies in a time-bound manner.

Just a repetition, to increase agenda points and impress
10
Stability and sustainability in government policy.

Again, no action needed, except sincerity in whatever the Government does
